What is the Housing Programme "Spiti mou II"?

The Cooperative Chania Bank is actively participating in the new “My Home II” program, part of the Recovery and Resilience Fund, which offers financing under favorable terms for the purchase of a first home.

With the “MY HOME II” program, you too can acquire your own home with co-financing of up to 90% of the property’s value and preferential conditions, provided you are between 25 and 50 years old and meet the eligibility criteria set out by law and the relevant Joint Ministerial Decision.

“My Home II”, managed by the Hellenic Development Bank S.A., is implemented under the Loan Facility of the Recovery and Resilience Fund, with financing from the European Union – NextGenerationEU.

Key Features

  • The co-financed loan “My Home II” is intended for individuals aged 25–50, or for married couples or partners in a civil partnership, provided that one (1) of the two (2) is between 25 and 50 years old as of December 31st of the year the loan application is submitted.

  • In the case of couples, it is sufficient for only one person to fall within the 25–50 age range.

  • To apply, your annual gross income, according to your most recent tax return notice, must start from €10,000 and go up to:

Regarding the minimum income threshold of €10,000, the total annual taxable income — whether actual or imputed — is taken into account, regardless of its source or the tax code under which it is reported in the Personal Income Tax Return of the most recent tax year. This includes, in addition, income from the same tax year that exclusively concerns pensions and welfare benefits received by the applicant’s dependent children.

Regarding the applicable maximum income threshold, the annual taxable income — whether actual or imputed — regardless of category or the tax code under which it is reported in the Personal Income Tax Return of the most recent tax year, does not include income that is cumulatively exempt from income tax under Law 4172/2013, according to the legal framework in force for the year 2024, for the purpose of receiving the heating allowance.

  • Applicants must not own property suitable for use as their residence. If applicants hold full ownership or usufruct rights to one or more residential properties, they are still considered not to own suitable housing if the total area of the main spaces (excluding auxiliary areas) does not exceed: 50 sq.m. for single individuals,70 sq.m. for married couples or those in a civil partnership, plus 25 sq.m. for each of the first two children, and 30 sq.m. for the third and each additional child (including unborn children at the time of application submission)

  • Note: For applicants with a disability rating of at least 67%, the above square meter limits are increased by 20 sq.m.

Required Documents for Eligibility Check

  • Birth certificate or a copy of the police ID card

  • Personal Income Tax Return (E1) or tax clearance certificate from the most recent tax year — or, where applicable, from the past three years,

  • Certificate of family status, issued no earlier than one (1) month before the submission of the loan application

  • Property declaration (E9) for the most recent year and Unified Property Tax Certificate (ENFIA) for the same year

  • Solemn Declaration (Article 8, Law 1599/1986) issued via the gov.gr platform, stating that the applicant does not submit E9 property declarations and thus does not own any real estate — or a printout of the latest year’s “Asset Status” from Taxisnet

Property Features for Purchase

  • Be up to 150 sq.m.

  • Have a market value up to €250,000, as stated in the purchase contract

  • Have been built on or before 31/12/2007

  • Is located within a residential area.

  • Has no illegal constructions.

  • Has the required permits.

  • Has an electronic building certificate.

  • Has not been declared as condemned for demolition.

  • Does not belong to a first- or second-degree relative.

    • Amount:

    Up to €190,000:

      • 50% of the amount is interest-free financed by the State, up to €95,000.
      • 50% of the amount is granted by the Bank, up to €95,000.
  • Up to 90% of the property’s market value:

    The financing percentage you receive can be up to 90% of the property’s market value, as stated in the purchase contract, with a maximum contract value of €250,000.

    The remaining portion, at least 10%, must be covered by your own funds.

  • Interest rate:

    For the 50% of the amount granted by the Bank as a loan, the interest rate is:

      • Variable 3-month Euribor (Euribor 3M) plus a margin between 1.50% (min) and 3.00% (max).
        Loans under the program are exempt from the obligation to pay the contribution of Law 128/75 along with the monthly installment, which currently amounts to 0.12%.
  • Additional Interest Subsidy:

    If you have or acquire 3 or more children (three-child families or large families) during the loan period, you receive a 50% interest subsidy on the Bank’s interest rate.

  • Loan Duration:

    The loan term ranges from 3 to 30 years.
    You have the option to repay your mortgage early, partially or fully, without any penalty.

  • Collateral:
    The loan is secured by a mortgage on the property you are purchasing, up to 120% of the loan amount.

    For this specific product, it is not allowed to request a personal guarantee from a third party other than the borrower or co-borrowers (in the case of married couples or those in a civil partnership).

  • Home Insurance
    Home insurance is mandatory until the loan is fully repaid.

  • Loan and Mortgage Registration Costs
    The costs for the co-financed mortgage loan “My Home II” include:

      • €250 for legal and technical inspection.
      • Fees for registering the mortgage amount at the Land Registry or Cadastre Office, as applicable.
      • Fees for the lawyer’s appearance at the competent Court of First Instance for the mortgage registration.

Required Documents

For the financial pre-approval of the loan and the eligibility check for inclusion in the “My Home II” program, the following documents must be submitted by all parties involved in the loan:

  • Valid ID card or passport of all parties involved

  • For employees / pensioners:

      • Tax clearance certificates for the last 3 tax years
      • Tax returns (E1 forms) for the last 3 tax years
      • For employees: latest pay slip or official salary certificate from the company’s payroll department (not handwritten), detailing professional information, gross and net earnings, social security contributions, tax, etc.
      • For pensioners: quarterly/monthly pension statement or the latest pension payment slip, or pension decision in cases where a pension application has been submitted or a disability pension is received.

    For self-employed professionals / entrepreneurs / freelancers:

      • Tax clearance certificates for the last 3 tax years
      • Tax returns (E1 forms) for the last 3 tax years
      • Documents for the last 3 financial years demonstrating the turnover of the sole proprietorship, general partnership (O.E.), limited liability company (E.P.E.), etc. (E3 form or N form) for Greek citizens, or for the last 3 years for citizens within or outside the EU
      • Dividend payment certificate, if you participate in a company
  • Regardless of profession, the following are also required:

    • E2 form from the most recent tax year, if there is income from real estate.
    • Utility bill (DEI – electricity, OTE – phone, or mobile phone bill), if the residential address declared in the application differs from the one on the tax clearance certificate, for citizens within or outside the EU.
  • Additional Key Documents for Eligibility Criteria Check

     

    Family Status:

      • Certificate of family status issued no earlier than one (1) month before submitting the loan application; or
      • Copy of court decision in case of divorce, annulment of marriage, dissolution of civil partnership, or other exceptional cases; or
      • Solemn declaration (Article 8 of Law 1599/1986) stating that the applicant exercises de facto and exclusive parental custody of one or more minor children (in cases of single-parent families).
  • Proof of the existence or absence of suitable residential property:

      • E9 form / Asset Status for the most recent tax year; or
      • Printout from Taxisnet confirming that no property declarations (E9) exist; or
      • Unified Property Tax Certificate (ENFIA) for the most recent tax year
      • Medical certificate in case of pregnancy.
  • Eligibility Certificate:

    • An eligibility certificate issued through the digital portal gov.gr is required
  • Solemn Declaration (template provided by the bank):

    • According to Article 8 of Law 1599/1986 (A’ 75), in which the applicant certifies that the information declared in the submitted documents is true and complete, the documents are genuine, and that they have been informed of the Program’s terms which they fully accept.
  • Notes:

    • Income criteria are verified from tax returns (E1) or tax clearance certificates of the most recent tax year. In the case of spouses or civil partners, their combined family income is considered, regardless of whether they file separate tax returns or if only one of them applies for the loan.
    • Income information and documents proving the absence of property (E9, ENFIA, etc.) must be submitted by both spouses or civil partners, regardless of whether both are co-borrowers on the loan.
    • Detailed information about the required documents for eligibility verification and the documents needed for legal and technical inspection of the property can be found in Government Gazette (FEK) B’ 6894/16-12-2024.
    • If you are already a customer of the Bank, it is possible that the identification documents you have previously submitted may be incomplete or outdated. In this case, you will need to provide the necessary documents to update them.

The submission of applications started on January 15, 2025, at our Bank’s branches.
Loan requests are submitted within the framework of the program until the government funds are exhausted and are evaluated according to the bank’s current credit policy.

Συνοπτική Διαδικασία Συμμετοχής στο πρόγραμμα

  • Submission of eligibility check via the gov.gr portal

  • Submission of required documents by the beneficiary at the Bank branch and loan application submission

  • Evaluation of the beneficiary’s creditworthiness and eligibility criteria (within thirty (30) days from the loan application submission)

  • Submission of legal and technical inspection documents by the beneficiary, and update of property details and purchase price (within sixty (60) days from the loan pre-approval date)

  • Conducting of the technical and legal inspections of the property by the Bank

     

    If the program conditions are met:

  • The Bank sends information to the “Hellenic Development Bank” (E.A.T.), funds are reserved, and notification is sent regarding the results of the checks and the date of inclusion in the Program (E.A.T. approval).

  • The validity period of the inclusion is set at 90 days. Within these 90 days, the final contract and the agreement with the Bank must be signed. If the final purchase contract has been signed but not the Loan Agreement with the Final Beneficiary, the inclusion is extended for an additional thirty (30) days. Prior notification to E.A.T. by the Credit Institution is required at least ten (10) days before the initial deadline expires.

  • Submission of loan agreement details to E.A.T. by the Bank and obtaining approval.

  • Registration of a mortgage on the property.

  • Submission of a disbursement request to E.A.T. by the Bank and obtaining approval.
