What is the "Upgrading My Home" program?
The Chania Cooperative Bank participates in the “Upgrading My Home” program, financed by the Recovery and Resilience Facility in collaboration with the Hellenic Development Bank (HDB).
The program aims to provide incentives to individuals for the energy upgrade of the existing residential building stock within the Greek territory, through specific energy interventions in their homes.
It provides co-financed housing loans for energy interventions in residences (primary or non-rented secondary homes), with full interest rate subsidy.
The program, managed by the Hellenic Development Bank, is implemented under the Loan Facility of the Recovery and Resilience Facility, financed by the European Union – NextGenerationEU.
Key Features
Individuals with ownership rights on eligible residences (primary or non-rented secondary), who have not benefited from any EU-funded energy upgrade program (e.g., ‘Save at Home’) since 01/01/2020.
If there are multiple co-owners, any one may apply with written consent from the others.
Participation is allowed per borrower’s TIN and for only one property.
Thermal insulation (internal/external)
Green roof construction
Energy-efficient windows and glazing
Solar water heater installation
Fixed external shading systems (excluding awnings)
Heating/cooling systems using RES or high-efficiency cogeneration (e.g., heat pumps, inverter A+ or higher)
Thermostatic control systems
Energy storage systems (batteries) from RES
Photovoltaic systems, small wind turbines, and other RES
Installation works / Technical consultant or engineer services
Loan Characteristics
Loan Amount: €5,000 – €25,000
Loan Duration: 3 to 7 years, with monthly amortized paymentss
Interest Rate: 0% on 75% of the loan, fixed 7% on 25% for its full duration
Interest Subsidy: 100% subsidy on the interest-bearing 25% from program funds (discontinued after 90 days of default)
Law 128/75 Fee: Not applicable
Gradual disbursements: Available
Early repayment (partial/full): Allowed without penalty
Loan application evaluation fees: None
Requested Loan Amount Determination: 100% financing of eligible expenses including VAT, based on submitted documentation; subject to creditworthiness assessment. Expenses paid via bank transfer to supplier from a designated savings account

Required Documentation
Standard documents for personal financing (financial, property, ID, etc.):
Consent from co-owners via gov.gr (Solemn Declarations), including purchase deed/inheritance certificate and registration
Proof of property legality (e.g., building permit, law compliance documents, exemption certificates). If regulated under unauthorized construction law, compliance certificate and payment proof required before final disbursement
Proof of non-rental status (latest E2 form) if property income is declared
Solemn Declaration (Law 1599/1986) from applicant via gov.gr, confirming awareness of terms, truthfulness of application, no double funding, and consent to data processing by authorities per Law 4624/2019
Electricity supply number from the bill used to verify property uniqueness
Participation Procedure Summary
Applicant submits request to the Bank
Bank evaluates and responds within 30 days with pre-approval or rejection
If no response or rejection, applicant may apply to another Bank
Upon approval, Bank sends applicant data to HDB S.A. for program inclusion and fund reservation
Loan agreement signed within 60 days of program inclusion
Final contract date: June 30, 2026, or until program funds are exhausted
