What is the "Save Energy 2021" Program
The new “Save Energy 2021” program provides incentives for energy-saving interventions in the residential building sector, aiming to reduce energy needs and conventional fuel consumption, as part of the transition to an “Energy Efficient Home.” The program concerns buildings that are legally existing, used as main residences, and whose owners meet specific income criteria.
Main Features:
Beneficiaries are entitled to:
- Subsidy of up to 75% of the eligible budget, with a maximum amount of €30,000 per participating apartment/house (€28,000 max interventions budget plus €2,000 max eligible cost for other expenses).
- Coverage of the own contribution with a 100% interest-subsidized loan financed by the Bank.
- Coverage of costs for the Energy Inspector (1st and 2nd EPC with a max of €400 each for apartment/house, €1,250 for apartment building), Building ID (max €550), Project Consultant (max €250), and costs for any studies and permits required by law for the correct implementation of interventions (max €400 per apartment and €1,000 for apartment building). Maximum eligible other expenses: €2,000/house or apartment and €5,600/apartment building
Product: Amortizing renovation loan with an advance payment of 70% of the loan during the construction period.
– Loan amount: up to €16,800 (in the 5th income category).
Loan duration: from 4 to 6 years.
Interest rate: fixed 6.5% for the entire duration of the loan, 100% subsidized by the program.
Law 128/75 levy: 0.12%.
Repayment frequency: Monthly installments.
Option for early or full repayment without borrower charges.
Security: Personal guarantee; the program does not allow for collateral. Exclusively for beneficiaries in the 1st income category, if a loan agreement is signed, a state guarantee for the loan may be provided to the Bank.
– No file evaluation fees by the Bank.
Useful Information
-Program Budget: Estimated at €1.354 billion.
Eligible Residences: Houses, apartment buildings, or individual apartments that:
- Are used as a main residence.
- Legally exist and have not been deemed condemned.
- Have been classified, according to the EPC, in category G or lower.
Eligible Interventions:
- Replacement of frames, installation of shading/ventilation systems.
- Installation/upgrade of roof, wall insulation.
- Upgrade of heating/cooling system (natural gas/LPG burner, geothermal heat pump, pellet/biomass burner, heat pump, and underfloor heating).
- Installation of hot water production system (solar water heater, heat pump).
- Other energy-saving/autonomy interventions (installation of smart home charging points for electric vehicles, installation of smart management systems).
- -Lighting upgrade (only for apartment buildings).
- VAT is an eligible expense in the program.

The remaining budget can be covered either with own funds or by signing a loan agreement with 100% interest subsidy.
After the beneficiary’s inclusion in the program, regardless of how the own contribution is covered (own funds or loan), 70% of the planned grant amount will be credited to the beneficiary’s bank account, as defined in the inclusion decision.
To use the grant advance (70% of the total amount), which will be held in the beneficiary’s loan servicing account, the beneficiary must first disburse own funds and/or the 70% loan advance.
Start of Eligible Expenses: The start date is the issue date of the EPC for the property classification, which must be issued after 01/02/2020.
